You're waiting in line at the grocery store, coffee shop, airline counter, etc. You turn around, and the man behind you, a total stranger, says "you have very nice hair, very pretty." He smiles and says nothing else.
It depends on the guy. From some guys it would come off as creepy, but with others it feels more like a genuine compliment, and that's fine.
I'd just say thank you. It's not creepy, just a compliment. Would make my day a bit better than it already was.
Why would I not like this... I make an effort to look good when I'm out.

I’d say, “Thank you” and probably immediately start playing with it, not to flirt, but more out of reflex.
