Well, in ridiculous teen magazine land a look is nothing more than an admiration of your appearance, you look good so they look twice, a stare is more of showing interest in you for instance you not only look good but sound or smell good and some other sense is being triggered in regards to your person.
In the real world you exist and he looks at you then notes you look good turns for a second and then turns away because he's busy with his life and you were temporary eye-candy. When he's staring it's more like he either wishes you weren't just eye-candy or he's busy trying to figure out why your shirt is so low.
absolutely, lots of guys are extremely discrete when there "checking out" a girl... a good way to tell if they think your pretty is if there eyes get a tiny bit bigger and there mouths drop ever so slightly. This can even be accomplished in a second of checking you out too!
