When it comes to guys, we're really pretty simple. Either he really doesn't want a girlfriend right now (perhaps he's been through a recent breakup, or he doesn't feel ready because of his schedule or emotional maturity), or he doesn't want to hurt your feelings. In either case, I'm sure he would still appreciate having you as a friend, and now the ball's in his court. Since he says he isn't ready for a relationship right now, he needs to take the initiative when he is ready. If he's having a hard time with things, he would probably appreciate some support, so keep that in mind.
It pretty much means the same thing as when a girl says "I'm just not looking for a relationship right now" to a guy. It means he doesnt' want to go out with HER. If she were exactly what he's looking for, he'd make the time in a heartbeat.
Basically, in both cases it's just a way to let someone down easy. Don't wait around for a change of heart--it never happens.

well from experience I'm not wanting to date the girl for one reason or another, usually it would be because she is so far away, but I usualy say that if I just don't wanna date the girl at the time or I have so much going on in my life at the moment.
I can't for the life of me understand why any normal, red-blooded buy would say such a thing to you. I guess youth really is wasted on the young.
He either just got out of a really SHITTY relationship or is trying to put you down nicely.
He probably has some problems he has to focus on more importantly in life, like studying for important exams. He's likely to be really busy at that moment.
