Wtf! Are you okay? This is absolutely emotionally and physically abusive and an unproductive punishment. Your mother's very immature to think that publicly humiliating you will raise your grades. Your grades were probably down due to an underlying issue, and this punishment probably only exacerbates it. If you're from mexico like your pfp suggests, then unfortunately I have no clue about the legislation on this but it is clearly unethical. Hopefully she can be reprimanded for this somehow.
Hang in there girl. It will grow out and you'll have a cute pixie cut within a couple months. Wearing makeup can help you feel more feminine. A lot of women purposefully shave their head to bring out their facial features and it's actually quite trendy. It will grow back quickly and it my help to think of it as a cleansing of negativity in your life. But in the mean time avoid your mom, she has serious issues.
u Although it is very wrong that they've done this and it should not be okay nor allowed to do this to children. And there's in fact proclamations in Mexico that go against this and other types or psychological or corporal punishments, the most likely is that there won't be an actual implementation in laws that would go against this. Federal, State laws in most regions of the country would see it as a "right to correct from the parents" and unfortunately is a way out of this situations. Parents do get away with this.
However, if there's a history of neglect and abuse that would be a different story, if there's a history of physical violence the best chance would be to contact relatives first, an then the actual school or even trusted neighbors, it is very important to first find the support with the family and the community, because in most regions of Mexico... institutions and authorities will not get involved till there's an "over the top" physical abuse, and if this is the case then you should speak out to someone.
If this punishment was the only thing that happened, then, as bad as it sounds... it's probably better to just "take the punishment as lesson to learn" and I know that sounds very wrong but, that is the reality in Mexico. Some parents are very imposing on their strict ways to correct their children, and families are very permissive with these kind of things.
I think it would be very important to consider what else is happening around in your family, is everything else "alright"? or are there other things happening as well... This could be a sensitive subject though. @ez-bri-z
