I have a downstairs neighbor who lives with who I’m pretty sure is her boyfriend, but I never really see the two of them together. Once in a while, she asks to borrow my laundry card to use the washing machines in our basement, and she always repays me in cash.

When she reaches out via text, she uses lots of flirty emojis and calls me terms such as “dear” and “love,” and just last night asked me my birth date and commented on my horoscope when I told her.
Is my neighbor trying to get with me, or do you think she’s just being friendly?

I would take that as friendly. There will be sure signs of flirting and this seems more like friendly interactions. Saying "dear" or "love" could just be her thing and she does it to a lot of people. I have similar things that I will call friend that might be taken the wrong way if they didn't know any better.

The best way to find out is to ask her for a coffee or lunch. If she were to accept, that is when you can get a much better feeling if it is a friendly meetup or more. You want to look for those signs of flirting.

Problem is, sounds like this person is just genuinely friendly and maybe even overly friendly which may mask flirting. It is a tough one but I think the only way to know for sure is to just ask her out and see what happens.

Some people (mostly girls) are just naturally flirty. It means nothing. What is happening in your case, nobody can really tell from afar.
