Why does she giggle when i walk past her, stare at me when I'm not looking at her, she always smiles when I notice her, caught her glancing at me more then ten times and her friend teases her about me and this one time she teased her about me being her boyfriend when I walked past what does this mean?
It is likely her way of flirting. I would assume that she is around you age. Flirting can be awkward when younger. She probably doesn't really know what to do and trying to get your attention. Sounds like her friends are trying to help her.
Question is do you like her? If so, you are likely going to need to make a move since she seems to be stuck on the flirting. I believe that she is just going to keep at it, hoping that you will ask her out.
Suggest something casual and non date like. Like hanging out with a group of friends on the weekend. While one on one is better to get to know her, she may feel more comfortable if you and a friend met up with her and one of her friends. You can still get a good sense if she is into you and learn a little about her.
Then you can go from there and find a time to just the two of you meet and do something.
