Which one do women find more annoying? Men (not) making moves?

Two common yet contradictory complaints women have about men is that they are hitting on them and that they are not hitting on them.

But which one do you find more annoying?

Men not making moves.

I will always prefer it when a man respectfully shoots his shot than if he didn't bother, but I will be honest and say that men who already know me have less chances of rejection than randos on the bus/street/at the gym.
