Why does he tickle me?

So my boyfriend really likes tickling my feet and this is something that I really don't like. I've talked to him about it several times, but he just doesn't seem to be taking me seriously. When he tickles my feet he wraps his legs around me and holds me down in a way that I can't really do anything about it. When I asked him why he does it he said it's cute to see how much I try to defend. I've asked him to stop and he said he would, but hasn't gone through with that. I really don't know how to get him to stop, as it's something that makes me uncomfortable. I've even gone so far as to tell him to tickle me anywhere else (as I'm a very ticklish person). I know it's something he likes and thinks is cute, but I don't see why he won't stop even after my attempts to talk to him about it.

Have you communicated to him that this is serious enough of an issue for you that you are considering breaking up with him? I suspect he doesn't understand just how big a deal it is for you.

I haven't communicated that exactly that as I'm not willing to end the relationship over it. But I have told him I really don't like it and it makes me uncomfortable

I don't really think it's a fetish, considering he enjoys tickling me anywhere, I think he just likes that he gets the most reaction when he tickles my feet...
