What does it mean if a guy gives you a suggestive eyebrow wiggle?

I was sitting next to my friend on the bus and we were talking to the guy across the aisle from us. Out of nowhere, the guy next to him started staring at us and raising his eyebrow up and down suggestively. What on Earth does that even mean? I don't think he likes me because I don't know him very well and either does my friend. Could his friend like one of us? Or does this even mean anything? I'm so confused!

Side Note: This wasn't just a short little eyebrow dance, I'm talking a good 30 seconds of this awkwardness. He also managed to do it with a straight face!

Hate to say it, but I think that any guy who would do that to a girl he doesn't know is probably a lech. Some men will flirt suggestively with young ladies, either hoping to get a response or just because they get off doing it. Like the guys at construction sites whistling at pretty girls who walk by. Doesn't sound like the kind of guy you should be chatting up. Just sayin'...
