A player is more than likely going to have more than one girl in his sights and he's more than likely going to be speaking and engaging with more than one girl, so it's ineffective to ignore him because he'll just pick another woman.
I am not a player but if a woman ignores me, I ignore her back and I'll continue about my day as per usual. I am not easily manipulated and I can easily spot when a girl is trying to manipulate me and such girls are girls I don't have time for and won't both entertaining them or their silly games.
A better question would be why are you toying with a player? Do you actually want to confirm the stereotype that girls like guys who treat them like crap? Forget this guy and move on if what I said is not true.

It works on some guys, I dont think it depends on if they are players or not. Personally I hate it and it usually makes me lose interest pretty fast, but I know a couple of my friends who will try to get a girl harder if they are hard to get. So honestly its a risky tactic to use and you should only use it if you know that it works on the guy.
He has not been classified as a true player. A player is someone who's alpha, knows what he's doing, have good emotional control.
