My cousin is too touchy?

Ok so to start I'm 16 he's 18 were really close cousins and get along pretty well. I don't know if I'm overthinking this but anyways, he always acts so weird around me&he's always so touchy when I'm with him. Like for example this one time our whole family was eating together at a restaurant, there were a lot of us so we were kinda all bunched up together. So I was sitting right next to him and he looked down at my leg and squeezed my thigh out of nowhere. Then he smiles and laughs. I WAS LIKE WTFF (I was so confused so I kind of just laughed it off) also when I'm sitting next to him in the car, he's always putting his hands on my waist trying to poke me and tickle me. He also asked who's hand was bigger making us put our hands together. He always comes up from behind me rubbing his hands all over my neck and shoulder giving me a massage? And then one time he grabbed my arms and literally does not let go and just looks dead ass in my eyes. He's always touching my hands doing handshakes etc. everything honestly makes me kinda uncomfortable but I don't know if I'm exaggerating. do y'all think it's weird? What do y'all think?

to start, I have a large family with many cousins and NONE of us do that to each other. the only thing I've ever asked or saw was our cousin who is a massage therapist actually gives us full body massages, other than that what your cousin is doing sounds very wrong and if you don't like the touching tell him to stop
