What does it mean when a guy sits across the room and watches you, without looking away? Or when a guy is sitting across the room from you, and he casually stares at you and looks away repeatedly? What about when you're with your friends, and a guy watches you?

Probably wants something. Either he's interested in you, or he wants to talk to you. If you're interested, go for it, talk to him.

Just because a guy is taken, doesn't stop him looking at other females and finding them attractive/lusting after them. Men are wired to procreate to further the species, we don't all act on our impulses, but they are still there.
