Why does he never start the conversation?

I like a boy and I’m confused at how he feels about me. He rated me a 9 (before we had even started to talk). we talked a lot that night and over the next few nights we had talked a lot. During the first 2 days, I had never spoke to him face to face because I had never seen him in school but we both were doing our schools open evening and that’s the first time we spoke (this is after 2 days of snap chatting). Before we saw each other he said ‘text me if you need me, ran out of data’ and he gave me his number. That night after we had seen each other he said ‘it was really nice to speak to you today’. At this point I was sorta thinking that he liked me. The next night we were texting and we had made plans to meet up on the weekend (we’re just going to Nando’s). I said I was excited and he said the same. He asked why I was excited and I said ‘I think I’m starting to like you’ and he said ‘well I think I’m the same way about you too’. He then said ‘I’m happy now because I know where we’re at’. So then I knew we liked each other but a few days later I was confused so I just said ‘I really really like you but I don’t know f you feel the same way’ he said he feels the same way. yesterday I bumped into him on my way home from school he waved at me from across he road and I asked him where to go to get to this Chinese place. he gave me the directions and walked me there with his friend. We were talking the whole way. One of his friends called out ‘oi is that your bird?’ And he said yeah, I just looked at him and laughed with him. He had a football game this morning and I text and said ‘I hope you win!!! Let me know how you do’ he opened the snap when he had finished the game but he didn’t reply. I saw from his Snapchat story that he lost but I was expecting him to text me about it. He’s doing most things right but my only problem is, is that he never starts the conversation, it’s always me to text him first so I was wondering if he likes me why doesn’t he eve text me first?
