Does he still care or is he just testing the waters? What the heck does this mean?

My ex and I met right before I moved to another state. The spark was so intense though, that despite the distance we both wanted a relationship out of it. So for a while we dated. It wasn't easy, due to the distance, but like I said we connected on such an intellectual and emotional level that it was worth it for both of us.

Sadly, it came to an end when life through him A LOT of options, job wise, location wise, etc. He said he had become confused and unsure of what he wanted (relationship with me included) and that I had done nothing wrong. We mutually broke it off, because eventually I couldn't take not knowing where I stood. We went all summer without talking. I because too busy to even talk with my friends, because I had taken a new job where cell service was limited and the hours were around the clock.

2 days before my seasonal job ended I received a text from him wanting to know how my life was. I waited a week to respond, because I wanted to be cautious due to that I didn't know what his intentions were. He responded back to my text message once. After that I didn't hear back from him until later that weekend at 1:45 a.m. He asked me if we weren't going to talk any more. Yay for drunk texting! I responded the following day in the afternoon telling him that I sent him a text message earlier that week and that if this was his reaction, then it must have never gone through.

AGAIN I didn't hear anything back. So FINALLY I texted him early one morning explaining that If he wanted to talk, then we should talk. That I didn't have time for this text-one-day and don't-respond-for-days thing. And if he wanted to keep communication open to respond ASAP.

Guess what. No response.

So my question is, why the heck did he even try to communicate with me after 3 months if he was just going to play a game that I don't have time for? Does he still care or is he just testing the waters? Or is there another reason?
