Honestly its like a reflex, its not something that is consciously done. In fact its actually kind of hard to stop yourself from doing that. As to why, I imagine it has something to do with appraising a woman for mate selection (some kind of hold over from our ancestors I guess) but honestly I don't know why we do it, its just an automatic response.
Every man is attracted to chest like bees to honey, lol. It is a physical emotion quite normal, if the guy keeps staring that means he's a perv, if he just stares at ur chest means he's checking you out. He might like how your chest is. You might be pretty attractive.

Guys can just use their imagination, doesn't depend on how you're dressed. But It is natural to look a person up and down when speaking to someone. Body language is a weird thing, people tend to look down when showing dominance too. Or maybe they are just being perverted
I doubt they even realize they are doing it. Looking at someone's face the whole time is just as weird too.
Also if you removed your jacket it is an action that brings attention simply because it is movement previously not occuring and so our eyes shift to notice the motion. Nothing to do with boobs.
Not to say that staring at a chest for minor attraction doesn't happen...
