Guy's Behavior

He always says yes but never initiates plans...why?

I talk to him on a regular basis. He calls, text, emails and FB. However when it comes to getting together he rarely makes plans. When we first started dating I said this and he quickly started making plans regularly with me. Now he has moved away and its more difficult to see one another. I made a trip to see him but he never says hey when are you coming to visit. I hate to make excuses but since he just started working this new job he took a huge paycut and is struggling to pay bills etc. so that may be the issue but anyone had anything similar? So should I take it as not interested or what?
