Could be a lot of reasons, everyone's personality is different. I would consider myself pretty intelligent, but I'm pretty bad at social rituals regarding dating and meeting strangers.
So.., How can someone approach you?
Be straightforward, if you're asking for a first date have a plan and ask him ("Do you want to go out for dinner on Friday?") If you've been on a date or two and it went well and you've been talking, you can just ask him to be your boyfriend.
It's not difficult. You just fail because you keep using techniques that work on ordinary men.
