Why does he keep staring at me but then sometimes not look at me in class but at lunch when he sees me, he stares from a distance with his friends?

This guy in my English class has been staring at me for months now. He has openly stared at me then glances at me other days in class but that’s it. He has gotten close to me a few times like brushing up against me a few times, his friends often stare at me especially his best friend who’s also in my English class. Every time we see each other, we stare in each other’s eyes which has been going on even before I was in the English class. His friends was sitting ahead of me but he kept leaning over my desk on purpose and looked at me but once Carter (the popular guy who has been staring at me comes back from refilling his water, he looks at both of us and he looked kinda annoyed, his friend straightened up after he came back. He stares across the room looking at me in the cafeteria even with his friends. In class he has laughed when I say something funny, laughs when I laugh and same goes when I smile and sometimes I think he maybe trying to impress me when he makes jokes and acts smart which he is by the way anyways I see him look at me when he does it. I remember this because it happens everyday. What does he want and why hasn’t he talked to me? He talks a lot in class and to everybody including his friends who are girls but hasn’t with me all he does is stare at me.
