Why are guys signals so mixed?

Okay, I am in the point of my life of being open with being in a relationship. I like the concept of not having expectations for a man of being the one on the first date, but if we start seeing each other and things happen cool if it doesn't fine. Just not going to invest too many feelings too quickly. With that said I am talking to this guy for about a month and he is sweet, fun to talk to, we laugh and all that. He tells me about things he worries about and such. Also, I have never mentioned anything about wanting a relationship, or anything serious with this man. I told him I'm just open to the option and because of that I have my boundaries but if this is a brief encounter of some fun dates and no sex then fine. So the issue arise when he said "He doesn't know what he wants." Completely fair answer and said that's cool and I'm not going to push anything. Then he will say "I want to take it slow" This is a little more confusing because it contrasts what he said before. Still, he isn't the only man I'm talking to so whatever. Now sometimes when we go out he makes he's completely contradictory. He brings flowers and wants me close, but literally 30mins later he feels "weird" holding my hand. He wants to be "my protector" but then says "I don't know where I can see us going." We agree that since their no claims, we can see other people. then goes "I prefer only to see you right now" This is more than mixed signals this is a dysfunctional traffic light that blares all the colors at once. This is not playing hot and cold. this is going to Dea man's valley building a snowman, lighting it on fire then calling on Elsa to put it out. I told him I don't care for confusing when I've been consistent. I'm not trying to force his hand. so should I leave him alone (which I'm leaning towards) or is there something I'm missing? I like him so I don't want to just end things, but at the same time, I don't want to give him the idea that he can pull and tug me in any direction.

2.) I am living in another country (Chile) and he is Chilean. So to any Chilean guys, can you give insight (like is this a Chilean thing )?

3.) I do like him more than the other guys I'm seeing so that's why Idon;t want to just stop talking to him completely.
