It actually means that a guy can't be insecure or fearful of something because then he's "not a man". So instead of encouraging a guy to be strong, it actually discourages a guy from disclosing how he feels.
Society has made it so and it continues to be reinforced.

I used to wonder that myself. Then one day I watched an WNBA game and when a girl was knocked to the floor on a foul she started crying. And there it was. Lol

It was mental disappointment of working so hard and coming up short. That has nothing to do with being feminine or masculine.
However it’s very rare to see men cry over physical pain unless the pain is absolutely excruciating.
Violent offenders aren't prosecuted differently because of their gender, the main question is why you think that men and women should be treated differently.
