Why does my dad lie about things he is going to do but never follows through?

he does it to my brother and his girlfriend when he's in a good mood he will say all the stuff he's going to do never does it. I noticed he's done this all his life and he just constantly works when he already has enough money

That's called akrasia. It's the state of mind in which someone acts against their better judgment through weakness of will. Loosely translated, you could say that akrasia is procrastination or a lack of self-control.
