Should I continue talking to him or move on?

I met this guy in college and he asked for my number. We've been talking for months now. He asked me many times to spend time together, but I've been turning him down because I was busy with school and work. I told him that I do want to, and I'll let him know when I'm free but, I think he got annoyed with me. When I send him a text that I couldn't and apologized, he turned on his do not disturb and didn't respond to me for a week. When he didn't respond, I just thought oh he ghosted me it's probably over, so I started to move on but then he responds back saying sorry that he's been busy and that he still thinks about me. I do still think about him too, but I don't know if I should continue talking to him or just move on? If I do decide to move on, should I tell him it's over or don't reply anymore?
