Is he just nervous/shy?

This guy basically shows everything I need to know that he likes me. I do as well.

I told him I miss him and he shows up around where I am. I do the same. He broke the touch barrier. I make it a point to gift him little snacks -- he prefers to compliment me.

We laugh a lot and joke. He, especially, laughs at anything I say -- well, we do get each other's humor too.

The thing is, recently he's been switching between comfortable/excited/happy/nervous. I think I've been doing the same. We both find it hard to take it a step further.

I noticed the tips of his ears turn really red when he gets too close or when we talk. He avoids eye contact with me or at least makes it seem natural to not look me in the eye.

Is he just nervous? I know he's single. But what can I do to make it easier for him or me?

Yes he might be nervous for various reasons like he is scared that he is not good enough for you if he has self-confidence issues, he might be scared to make the next move if he thinks he is scared that you won't accept him if a reason (infertility, PTSD...), maybe he is worried that you won't be accepted by his biased family and his family may be really important to him - the pressure may be contributing to his nerves for all these reasons. Maybe you could ask him if he wants to be in a relationship with you and if his reaction is good It probably means he has self-confidence issues and/or is shy if his reaction is unexpected or off it may be the other 2 reasons. Maybe try complimenting him more are see if that helps before making this big move.
