Why do some people avoid eye contact when I speak with them? Am I doing something wrong?

I found when i talk to people and even pass people by on the street they avoid eye contact and look somewhere else or look at the ground this happens a lot.

When i speak to people some keep eye contact for a while but then look away. Not sure if i come off as creepy or confident.
