Why do some guys keep staring and trying to get attention from girls that are no interested in them?

There's this guy that tries to get my attention by staring at me shamelessly ( he didn't look away when I caught him). Even though I showed him that I'm not interested and I try to ignore him he comes and stands very close to me and tries to impress me.

by the way, I know him ( not personally) and I know that he's a player.

Some dudes think that if they're persistent enough, they can get any girl they want.

But he could also think that you're playing games and that you want him to try harder. That's stupid to me but some people actually like to play dumb flirting games: both girls and guys.

Next step is not to show him, but to tell him, clearly and respectfully, that you're not interested.
