What's the deal with guys that stare at you when you're eating?

There's this guy (who said that he doesn't like me) that was staring at me when I was trying to eat and he didn't look away when I caught him, instead he had a small grin on his face and he kept staring at me ( he has done that for about 2-3 times) . What's the deal? Do you guys stare at girls that you're not interested in them?
