Why does my guy friend flirt with me every time we're together but deny it and go cold?

He's always staring at me, he's held my hand, tells me we're going to go out, took me out and said let's just enjoy the night together, told me he thinks I'm cute, always hugs me close, teases me, gives me nicknames, etc. Whenever we try talking about it he's cold. I've given him every option from saying we don't have to be friends, telling him he's like a brother and trying to just be like siblings, etc. He says he wants to be friends and not just because of our families, but then he says we'll never be close friends. I don't know what he wants from me and I'm super stressed out. He won't talk about the flirting and he won't stop and just act platonic. What do I do? Guys POV requested.

He literally flirts in public. And if he's around and I talk to other guys he'll come stand by me so they'll leave. He also always tells me I'm too scared of sh#t and constantly reminds me of the day we met. I don't get it at all. It's been going on a long time. I want to be friends, but I wish he'd ever be honest.
