Why would a guy think that he can't be over the top with you because he's 12 years older?

We both like eachother, find eachother very attractive. I'm 24f and he's a 36m.

He's been abit iffy about the age and said he's unsure about the age gap but finds me very attractive.

He'll send messages saying how beautiful I am but then explains he can't be "OTT" because of his age.

Why does he feel that way? What does it mean?
