Why would a guy mention a general boy's attitude toward seeing breasts on one of the first date?

I met a guy with whom I had an hours long walk and talk time. We were talking about how boys behave in university with co friends and he started mentioning how men view women's chest with that "stare". To my surprise, he was very random about it but still it was one of the initial dates. Why would he even mention this? I stayed quiet and then the topic quickly changed.

But he was very specific with that part that men stare and glare that part in an awestruck way.

He comes from a place where covering chest with shawls is common. P. S I was not covering my chest at that time and I felt those words like "ouch". What would he even say that?
