When he imitates the hug first?

Okay so a guy I work with, and haven’t seen him for a while, was behind me while I was working.. I’m currently in the department next door now so
I hadn’t seen him for a while, he said my name and it was obvious I was happy to see him … he put his arms out and initiated a hug, so I hugged him and told him I missed him. Anyway my question here is , if you initiate to hug someone … does it mean you care for that person? Like my question is does a hug show you care?
