When your date cancels without telling you it's canceled, is that ghosting or just passive aggressive behavior? What would you do?

It would have been out third date but when the day came, all he did was send a "Have a nice day" text. No date. He did call the next day to make plans for during the week. When I asked about it, he said he had forgotten he made the date. I do not believe him. We dated for 2 months. Should I not have seen him a again? Please be kind, I'm not here to get judged!
