So, honestly... yea. This does probably mean exactly what you think it means. Most guys only notice any particulars about a girl's hair if they like her. Most guys won't choose to make a comment to her on it even when they do have some "thought" about it.
It's possible, that a guy says something about your hair ONE time. If there's a good reason (like you just drastically changed how you're wearing your hair).
On a handful of occasions I have told a girl who was only a friend that I liked her hair that way. But these were cases where there was sure to be no mistake about my "meaning anything" by my comment. They were firmly just friendships.
I have made lots of comments to women about their hair. In all other cases, it was because I liked her.
First of all, he probably meant it sincerely. As in, your hair truly was poofy that day, and he was genuinely curious as to whether or not you were naturally blond.
BUT, these were also very easy "excuses" to pay you a compliment generally and/or send you a small sign of his interest.
When you talk about feeling a certain tension and vibe with this guy... then I can be extremely confident in the answer I'm giving you here.
You don't have oddly-intense conversations about your hair with guys unless there's something there. Certainly you don't have two such conversations. Not if this is a straight dude.
