Why does my boss (42m) keep secretly looking at me (25f)?

When he interviewed me for the job he kept looking at my neck/décolletage (I wasn't wearing a low cut top). I've caught him looking at me up and down and looking at my cleavage. He always seems jittery and nervous, running his fingers through his hair and he sits slouched.

The past couple of days I've noticed him watching me from across the room, turning to look at me when walking past and looking at me through the window (it's a big window in our office that's at the end of a corridor).

Today I caught him turning back to look at me, and when I looked at him he looked away.
