Guy's Behavior

I texted him I like you. He replied but not hearing back. What does this mean?

I met a guy at the gym. I thought he likes me so I wrote a confession letter. He said, "That's nice!" I got his number and we communicated on the phone but he didn't initiate contact first and ask me out so I thought he wasn't interested in me. So I stopped talking to him. But we both feel uncomfortable at the gym so I texted him again like I am sorry to make you uncomfortable but that's just I still like you. He replied, you don't have to be sorry, I just thought you didn't want to talk to me so I didn't want to bother you. So he replied but didn't say he likes me as well. So, should I stop contactin him? Why did he answer me but not giving the answer?
