Guy is acting strange after I told him he wasn't moving in?

He said I pissed him off after I told him he wasn't moving in with me after 1 month of dating so I told him I don't move men in unless we've been talking and exclusive a few months to a year engagement to marriage. Despite I know him about 11 years I didn't realize how horrible he was dating wise. He texted me last night too see if my son found his tablet he Iost in my apartment - didn't ask me how I was nor anything I texted him about shacking. Today nothing.. I'm in the process of moving on and the last thing he told me was his finances would get better in August like that means anything to me.. I don't know what to tell him if he comes back around other then I moved on after a few days.
