Why do guys behave this way?

I will explain the backstory behind this one particular guy. I met him through friends of mine that i have known since childhood back in 2019. Me and him hooked up a few times in the past. Then i got into a 5 year on/off relationship with someone else. This guy (previous) began to hit me up out of the blue last year, asking me how i was, etc. I was nonchalant with him, but he kept being insistent on a hangout and smoke sesh. So i gave in but made it clear i do not want to hook up and i want to catch up as friends. We hangout, whole time this fkr is all over me. I kept saying to stop, that i came to just converse and hangout. Kept being persistent. I did not hook up with him. After that night, i began ghosting him and he would continuously hit me up. I would be very dry, reject him, and not show interest and he would give me attitude. This was all a year ago. He ended up blocking me but occasionally he will unblock me and hit me up. Recently, he added me on snapchat, i ONLY added him to see wtf he wanted. For the past 2 days he has been asking me to “smoke and hang” i have told him straight up that i gave him the chance last year and he ruined it by trying to coerce me into hooking up and he said “nah” then proceeded to ask me again “so no?” And i ended it by saying “no bro i told you several times no” and he blocked me. Why does he not understand?

He's what I call an "idiot moron". Some guys have this weird idea that getting together with girls is all about persistence and numbers, meaning they don't listen to or bother with the girl or even which girl, they just keep asking and pestering until someone sleeps with them.

Sounds like one of these. The whole blocking nonsense is meaningless, and likely a play to try to make your feel rejected in some hope that will make you maybe more vunerable and likely to not, next time reject his advances.

I met a guy like this in a club, who was a random seeing me with a bunch of female friends who was telling me how he stood outside the girls bathroom and asked every girl who came out if she wanted to fuck, he reported he got slapped and told to fuck off, but by the end of the night one would always agree so he does it every time he's out.

This sounds like that type of guy. Their the most dangerous because they have a borderline rapey mentality. I say border line, this guy I mentioned wouldn't force himself on any girl, but he was happy ask every and any girl for what he wanted until one agreed (and he would ask persistently if they didn't make it entirely clear he was to fuck off...). Yeah, I found him creepy. Though he could be oddly charming and my group of female friends where all happy to dance with him (I guess though they all at some time told him, "no way in hell" sometime that night).

Anyway there you go, I can't say I would agree, but at least one guy I've met does this as he plays women as a "numbers game" for sex.

He understands he just doesn't care. Unfortunately he got what he wanted before with the hookup so now he feels entitled to it. He couldn't take no because he must think for some reason you will change your mind or he thinks he is that good. He is just a player and only cares about one thing.
