Yes, Indigenous people around the world have used rings stacked from their neck upwords to stretch the neck. They did this to symbolize "life experience and age as an elder. I did work then, I am sure it work now, but that will make you look like a giraffe neck, lol, not what you want.
But stretching ligaments will work, but takes a very long time.
I am sure you are perfect the way you are, trust me. 5'1" is fairly normal and actually can be hott depending on your weight. If you are vegetarian like I am borderline vegetarian, I am sure you are of good weight and I trust without seeing or knowing you that you will turn some heads.
But remember, you won't turn all heads, so try not to please everybody as we all come in different shapes & sizes for a reason and that is a good thing as long as you look good and are healthy.
Stretching ligaments might not be a good thing as it will put stress on joints and might cause problems later in life. But I know, when I was your age I did not want nor care about people telling me what was good or bad for me as I did what I want to and now I am paying for those things.
The growth of people vary from person to person and vary at certain times. You are not done growing yet, so let nature take its course. But being a short girl is not a bad thing, it can be very sexy and or beautiful.
Being a vegetarian, you just have to make sure you get proper protein levels. I would do this naturally by Googling "natural plant based sources of protein". By taking synthetic sources is worse than eating meat.
But if you do it other than plant based sources, stick to a good protein shake/powder like "Muscle Milk". Muscle milk is formulated to simulate Mothers Milk, so it's good for growth. But I don't think it will help much for height, just building lean mass.

Hanging and otherwise stretches that pull your ligaments outward over very long periods of time will generate growth.
It works by encouraging cell reproduction. Just as you can use suctions to make your boobs bigger, or stack rings around your neck to make it longer... hanging will create the outward force needed to induce growth. What type of vegetarian are you? Do you consume any animal products, like eggs? Do you eat fish? Do you eat insects? Do you eat mostly fruits and vegetables, or do you consume mostly plant based junk food like cookies? There are so many different types of vegetarians that any research into in can come up with all sorts of answers.
Normally having a wide spectrum of food options is going to be better than basing all your meals on only a few types of foods. I would avoid the processed vegetarian options, and try to include some animal products, such as milk, eggs, and fish. I have heard many also eat insects, because of the nutrients found in them. I don't know why so many vegetarians don't count fish or insects as animals, but many don't.
Saturated fat has actually been found to be good for you, and can be found in other places besides animals like coconuts. I am not sure, but I think I remember avocados also being a good source. You really need to find plant based replacements for things that you would have access to in animal meat.Funny thing is, I told myself as I get older I'll slowly increase my veggie intake and lower my meat intake, I just have this theory about age and how much meat you should eat haha Being a vegetarian doesn't necessarily affect your growth. You may have though that the growth hormones they put in our meat and milk encourage our growth, when really it just increased the rate of puberty at younger ages. You still have time to grown, 18-20. My best advice is to do what the other's have suggested, get into yoga, increase your Vitamin D intake (Vitamin D3 supplements daily WITH PROTEIN), also do some body building. When you start get involved in the gym more, try eating a bit more and keep in good shape, you're body may respond since you're still at your age of puberty.
Do squats. Working the lower body increases growth hormone production across the whole body. You're doing it for overall growth, not for muscle building. You can build muscle if you want to though.
Are you eating enough legumes? They have plenty of protein and way better than pills or powders.
You also could just be short. Which is fine since you're a girl. Wear heels :)Height is part genetic, you may be out of luck no matter what. You can address your diet, which may be severely lacking in protein, but if your height is being effected by your diet, you've missed a lot of your growing years already.
Eat meat. That's why all vegetarians are small. Meat is good for you.
If you really want to stick to your morals, try protein supplements.Focus on eating protein. But there's only so much you can do. IT is what it is.
