How to learn portion control? Or just lose weight and keep it off in general?

I'm 5"8 160 (after Thanksgiving...) and i want to drop to 140s. I've never been able to in the past and i really want to. The farthest i gone down is 156 lbs. I want to learn to portion control and say no to food, because i never learned that growing up and some people i noticed are just naturally good at that.
I'm an athlete (i play volleyball and run) and it would be really benificial if I could drop the extra weight. Got any tips? Im 17. I'll be 18 in march and I want this to be a gift to myself :)

I drink only water and green tea occasionally. I eat clean food 70% of the time, i jist eat too much i think
