Why aren't I losing weight?

For the past 3 weeks I have been eating really healthy. Fruit and veg. I eat 1200 calories a day and exercise for 60 minutes on the treadmill in which I burn 200 calories and then I do some crunches. I avoid eating junk food such as sweets and crisps. Furthermore I try not to eat to many carbs as I want to lose inches on my waist.
Waist: 25.5/26 Weight: 9 stone/ 126 pounds height: 5'6
Any advice?
