It's a result of two things: Low body fat and a high amount of muscle. Most girls make the mistake of focusing too much on the fat loss end of things so that when they finally get lean enough to see definition they're medically underweight and not all that healthy. At some point you're going to need to take a break from worrying so much about fat loss and focus 100% on muscle gain.
The V line and the abs are the result of having developed lats (the muscles in the upper back that are worked hard by doing resisted pulling movements, such as rows or pullups or chinups), developed shoulders (yes they do contribute), and a trim, developed waist. You need to do exercises that work these muscles while working with a load/weight that is heavy enough to allow you to completely fatigue the muscles in 8-12 reps, and gradually increase the load you're working with as you get stronger (and you will). You need to alternate between periods of being in a calorie deficit (emphasizing fat loss) and periods of being in a calorie surplus (emphasizing muscle gain). Ideally these periods should be 8-12 weeks in duration but you can trim them down to as little as 4 in a pinch if you're in a hurry, although it's not as ideal and you won't benefit as much.

This is a question with little context.
Receiving a sixpack and a v line shouldn't be your physical health goals, but having and maintaing a healthy lifestyle should be your aim.
Having such a physique has to do with a few factors: genetics, physical activity and diet.
First of all it depends on your body build. It is simply genetics and makes it hard or easier to achieve a specific body shape and type.
Physical activity is nescassary to achieve and maintain the desire physique. It require consistant and hard work.
Then almost the most important aspect; diet. Aim to have a healthy and realistic diet, aim to lose max. 1 lb per week if you want to lose weight, or gain 1 lb per week if you want to gain weight.
I hope this helps

Agree with @WeaponZero. Visibility of six pack is fat content and v line is upper body muscle. But be prepared that your boobs will shrink, if you burn fat.

Guys by the v line she doesn't mean the v-taper your back creates with muscle development.
The v-line you're talking about is the one at your stomach right above your hip. This happens with a lower body fat % and having good development in your obliques. I'm at 13-14% body fat and have a belly sort of but you can still see the v line.
Keep going at it and eat healthy. Train your entire body and you'll see them eventually. Losing 4 lbs won't always be a good things, 4lbs in muscle makes you look great, and that means you girls too.Work your lats and shoulders for the V line, and for your 6 pack, you can do crunches and oblique crunches with weight for sets of 15-20. That's all you need for hypertrophy. You don't have to do a million set ups for that. I'd also recommend you do planks, which will strengthen your core and work your abs even more.
Just personal opinion here, but women with abs aren't all that attractive. I know that isn't what you asked, but a toned stomach that's flat looks miles better than abs in my opinion. Otherwise, do it the old fashion way, crunches sit-ups and leg lifts.
Tone and definition key is cardio and dieting, 2 years I been training my ass off and I only just started hitting my goals it's a long long slow process and also being a girl the muscle building process is slower than that of a man
Keep going, this takes time.
