My BMR is around 1450. If I eat that in calories and workout 2-3 per week. Will the weight come off?
Depends where your calories are coming from. If you have 25%-40% calories coming from protein then you'll change body composition within 1-3 months drastically. 80% of your workout results will come from your diet or meal plan. Do some research, keep the protein high and you'll tone fairly quickly and efficiently.

Your going to be starving but yea the weight should come off quick, you'll be losing 3 pounds a week for couple weeks

Personally I wouldn't go less than the average of 2000, but yeah you should lose some weight with that plan.
