Why do people call someone who isn't even overweight fat?

This girl who is my friend has the slightest pudge was called fat. She wasn't even fat! My version of fat is someone who severely overweight with a lot of rolls. Even someone who is a little overweight will be called fat. Really? I guess everyone has to be bony according to society...

I'm not fat but I have fat yet I consider myself fat, if that makes sense...
But as a person whose not very large I can see people who are my weight and think they're skinny even though our bodies are exactly the same.
But I know some people who aren't at but consider themselves fat, so when they see someone their size or larger they consider them fat as well. So really it's just a projection of how they bewildered themselves on other people

Overweight is having more weight than is optimally healthy. A "fat" person can merely have some more pounds than average yet not be considered overweight.
