I'm wondering how much can a girl really bulk up if she only lifts weights. Can a girl look too bulky?

I keep getting contradicting advice. I just want to look fit but not like Arnold Schwarzenegger fit, just very toned like a fitness model. What would be the best way to shed fat so my muscles can look even more pronounced? Tons of cardio? More strength training?
