A girl/woman cannot bulk up if she lifts weights. It's impossible. Even if you were to lift weights for hours a week and had been working out for several years, you wouldn't get or be bulky. The only way a woman could get bulky is if you used large amounts of steroids and growth hormone. Lifting weights will make you more muscular, but you don't have the hormones to look masculine.
On a side note, you should try StrongLifts 5x5.

But yeah, you don't need a ton of cardio to shed body fat. I barely do cardio and can drop body fat by lowering my daily carb intake.

Nope. A woman's body cannot produce enough testosterone to look 'bulky'... toned but definitely not bulky.
You're not going to get Arnold bulky unless you use anabolic steroids, you don't produce enough testosterone for that to happen.
