Is this anxiety? What can I do?

Hello everyone :) this all started 2-3 years ago, I couldn't name it first. When I feel bad about something, or overthink about something that makes me feel sad; I can't breathe. It's like I'm having difficulty at deep breaths, and I feel slight chest pain during breathing or after. The pain is not unbearable, but makes me feel even more uncomfortable (it feels as if I tried so hard to breathe and hurt my heart :D - best explanation -.-)
This also happens when I'm trying to work something out. I download something, when the download speed drops I feel slightly panicked and angry - Bam! Shortness of breath. I start to sweat. This happens because of stupid things like these as well. Anything I get angry at. Is this anxiety? How to deal with this? Thank you.
