If you want to gain weight in your thighs and butt, then you have to actually weight those muscles. This is doable considering I assume you want nice legs and bum? Just work out your legs three days a week.
Everyone is correct. As long as you have a calorie surplus, you're going to gain weight. What this means is everyone has a BMR (Basal metabolic rate). Long story short, how many calories your body needs to live. Walking, lifting, talking, etc is what you need to eat more for. For example, I'm 5'11 at 185 lbs, so I need roughly 1800 calories just for my body to function. I eat around 3000-3500 in order to gain weight.
Most of your weight is going to go to your legs just simply because you're a girl. Male bodies store fat in the belly first, while females store their fat in their thighs first. This is because your body isn't going to store it in a location that could potentially harm an important organ (reproductive system).

Yeah, you can't purposefully add weight to specific areas of your body.
If you want to gain, then focus on calorie dense foods. And of course, at the same time, make them as nutrient dense as possible.
For example, nuts, peanuts and peanut butter, avocados, dried fruit, and roasting veggies in extra virgin olive oil are all sources of healthy nutrition and are calorie dense. There are many more; this is just a short list of some of the more obvious ones.
weight CAN NOT be spot-gained, anymore than it can be SPOT-REDUCED. Food is digested in your stomach and intestines and released into your blood as nutrients. It then flows ALL OVER YOUR BODY, being taken up (absorbed) by whatever fat cells are programmed to absorb it at that time.

You have to exercise -- your muscles have to be challenged in order to grow. Then you eat more to recover and grow.
If you just eat more, it will simply all be fat... and you don't have any say in where it ends up.

Eat milk and milk products. The basic ones. Milk, cheese, butter.
