So, first and foremost it's your body and your decision alone... so nothing I say is intended to undermine that. And second, yes I'm a guy, and yes we like big boobs... so bite me - I'll try not to let that compromise my advice too much! :)
The answer is AFTER. Unless you really can't cope with your size at all, a reduction now is a poor decision for a whole bunch of reasons including in no particular order:
- There's a high probability you won't be able to breast feed after a reduction
- Breast tissue only fully matures during pregnancy - they'll change potentially quite dramatically which means either or both of a) the result of any surgery, even if satisfactory to you before pregnancy, will likely be ruined and b) you may find post-pregnancy that you'll end up smaller and/or less heavy/dense thus rendering a reduction unnecessary (impact of pregnancy on any woman's breasts is just unknowable - bigger, smaller, saggy or not, heavy or not, entirely a lottery).
- There are very real side effects and risks associated with what is major surgery (seen it done? It's horrifying!). Significant scarring is inevitable, loss of sensation quite likely, nipple loss unlikely but not at all unheard of... and of course the impact on breast feeding. The end result is not perfect teenie C cups, don't go into it imagining a magic wand.
- This will sound patronising, sorry, but you're young! That means at least two things - first they're relatively new and you will likely learn to live with them more happily as time goes by, and second these physical attributes are more important when young than when you're a bit older and settled - there's a lot good to be said about larger natural breasts and it's worth trying to enjoy them as far as you can.
If you find them uncomfortable there are various things you can try including massage, if you have a boyfriend make him work for his rewards! Being aware of and working on your posture can help a great deal. Also if you wear a bra all the time, try to reduce that - bras put a lot of weight and pressure on your shoulders and hold the weight of the breasts away from the body so increasing the load on your back - wear one only when you really need to so that your shoulders get a break and the ligaments which naturally support the breasts have to work harder and so will strengthen (this also minimises sagging).
I've no boobs of my own sadly (!) but I have a 34F ex and a friend reduced from 36H - please take your time :)

So, then thats perfect time to get them done.
I'm not sure, but you could always have a consultation with a plastic surgeon and talk it over. :)

after. your breast will change throughout your pregnancy and while nursing. it's best to wait until your done having kids
