Is it possible to get a decent muscle tone without taking ANY protein shakes or whatsoever?

I started going to the gym last January because I wanted to lose weight and put on some muscle. While a lot of weight went down (still lots to lose though) , and I have decently increased my strength, my muscle are more or less the same as I started, and considering the gym isn't free I don't like this result.
I do not want to take protein shakes because they cost too much, is there anything I can do to increase my muscle size without taking any protein shake of some sort?
Is it possible to get a decent muscle tone without taking ANY protein shakes or whatsoever?
