It would be a matter if diet than anything, with potentially a bit of exercise added in. Sit ups in particular are very good for crunching stomach fat so if you started doing some of those every day then in combo with diet over time you should see improvement. Also for toning your butt there isn't mucj you can do outside of weights, I would look up training your glutes because there's all sorts of useful info online that could help you tone your butt potentially without weights. But the only method I know if is to simply train to build and mould muscle.
Its attractive if women have it because its feminine and to protect the ovaries. All the female greek statues have it. If you want to improve that area, do planking exercises and stomach vacuums. Its most likely your posture, not your fat percentage.

I feel like I have answered this question at least a dozen times. Most women who are thin and trim with just that pooch don't understand that its caused by the way your uterus sits within your pelvis. Some have it and the uterus is less pronounced while others its more pronounced. You can do all the core exercises in the world but it's not going to make a difference.
To be real w you; you can’t. I’m relatively skinny, weigh between 54-60 kg always. I still have this pouch. So do almost all women. Why? Because that’s where your uterus is, and it just takes up space.
Even models have this pouch.
The only way you could tone it down is by exercising, situps etc.

Err... women will always have a far more noticeable outward curve on their lower abdominal area compared to men. It's because women have things inside them that men don't have, and those things take up space in the abdomen. These things are a uterus and a Fallopian tube.
I think it's awesome and you should keep it.
To answer your question, you need to focus on exercise that targets this muscle group and adjust your diet to have less carbs
