What is the more effective workout where you can actually see results?

What is the more effective workout where you can actually see results?

A workout that focuses more on time (e. g. a segment that each exercise lasts for example 45 seconds and then 15 rest, then y ou move to another exercise and also the same time of that one and so on) or a workout that focuses more on repetition ( for example a segment with like 2 sets of lets say 20 reps each) ?

Also if thte total time of the work out is lets say only 35 minutes, is it also effective? I mean a workout that only last 35 minutes rather than 1 hour.

What is proven to be the most effective or you have to do a mix of both?
