Is this a normal thing?

After I have cried my whole face turns red and it starts to sting very painfully and my face gets a rash on my forehead and around my eyes. I was just wondering if this is normal ?

Sounds a bit like like Cholinergic urticaria (hives or bumps). It's usually caused by a sudden increase in core body temperature or emotional stress or sweating. I would point you to a website with more info about it but I can't paste links on this site yet :S

Not particularly. You might have a physical reaction that's brought on by emotional stress. Some people get hives when they're anxious, perhaps it's similar to that.

How long are you crying for? this happened to me once but I was crying for like 6 hours.

it happens all the time evan if I have been crying just for 5 min :/

It's probably due to excess dirt mixing with the salty tears irritating your skin.
